To create a new user you must first have the right level of access, if you don't then you won't even see an option to add a new user. If this is the case, speak to the web administrator of the website as they can create a user. All users have access to edit their own profiles.

For Web Administrators: Adding new users

If you are a web master and you are indeed trying to add a new user, you will need to go click on your name at the top right corner of your screen > Site Setup > Users and Groups > Add New User
